Hi teacher, sometimes I get into conflict with English grammar. In the sentence "Adverbs Modifying Adjectives", why does ''Modifying'' has to plus -ing though ''Adverbs'' is S and there we are using Present Simple?

The expression isn't trying to say "Adverbs modify adjectives."
That would give the false impression that "modifying adjectives" is what all adverbs always do.

Instead, the expression says "When adverbs modify adjectives."
It says "When adverbs are doing that (modifying adjectives) "

Sometimes I get into conflict with get confused about English grammar. In the sentence phrase/caption "Adverbs Modifying Adjectives", why does "Modifying" has to plus end with "-ing" even though "Adverbs" is S (What does "S" mean?) and there we are using Present Simple?

That's 100% correct.
This example of the use of the expression "Adverbs modifying adjectives" is from a made-up homework question.
Maybe the homework question I made up could say:
The autumn sun hung low and orange in the deeply blue sky.
This sentence illustrates a case of an adverb (deeply) modifying an adjective (blue).

I came up with this fake "Multiple choice homework" question to illustrate one of four different uses of the expression "adverbs modifying adjectives."

This expression is the subject of the OP, and I wanted to give some examples of how this expression can be used.
I wanted to give an English learner a chance to get used to the expression and to see how it might sound in various contexts.

Your revision and Emsr2d2's revision are very useful for me. I found few mistakes in my grammar skill. But your version is close to me, because I have not used smoothly vocabulary and grammar of English.
It takes me long time to type the reply because of checking grammar.
