Can I say "the homeless people were smelling it that made me all over her"?
 
No, you can't. I can understand "The homeless people were smelling" but the rest bears no resemblance to English. For one example, what role does 'me' play in the sentence?
 
Is it ok?
The homeless people were smelling it in the train, I stand next to him that made me all over her.

No, I"m afraid this has no resemblance to a grammatical sentence. "that made me all over her" makes no sense at all.

The homeless man on the train smelled very bad. I had to stand next to him, and now my clothes still smell like him.
