Is this sentence correct?
"All photos taken by�� "
or it should be "All photos are/were taken with�� ?

No. They are both incomplete.

We need at least a full sentence to answer your question.

Can you make up endings to the sentences? That would help. I don't know what that little blue arrow and gray box at the end mean.

For instance, these examples use your lines to make complete sentences:

- All photos are taken with cameras.

Tiny representations of cell phones/mobile phones are not part of English vocabulary. Therefore, neither of your examples is a sentence.

So what would be the answer if it was like this:
"All photos taken by smartphones" as a sentence. Is it grammatically correct?

I'd say that your text, copied and pasted directly from Instagram, is in fact a type of English. It's not a complete sentence but it's a good bet the writer meant "all these photos were taken with a smartphone."
