It is a party setting and Billy is encouraging people to dance.

How can I interpret “All skin bags who now have to pay taxes”?
 
All skin bags means 'everybody'.

We need more context to know why he mentions paying taxes.
 
If the game is set in a context that includes sentient robots or androids, skin bags could be slang for "humans".
 
The first thing I thought of was "humans". However, I then remembered that robots with human skin etc, in Blade Runner, are referred to as "skin jobs" (main name = "replicants") so I wonder if "skin bags" could mean the same thing.
 
I took it to be a snarky way of saying adults. But all the guesses above are good. Without more information there's no way to tell.

I think Billy said or meant to use the term "scumbags". Look it up.

Not likely. Young or old, anyone who spends money pays taxes. And we're all bags of skin.

It could still be something a teen might say at a dance. Who knows? We're still waiting for Luxury to tell us the context.

It's referencing the fact that since they've graduated from college, they're expected to go get jobs. Of course, once you have a job, you also have to pay taxes.

I really don't know, but here's my guess:

- A skin bag is a human. (Elsewhere, it's spelled skinbag. I don't think they put a lot of time into editing.)

- If you still pay taxes, it's because you're still alive. The dead don't pay taxes.

So someone is telling living people to dance.

Maybe.
