This is from a textbook on vocabulary.

Could you tell me how to pronounce it?

In nine - eleven age group?
Or from nine to eleven age group?
Or something else?

I'd say nine to eleven.
 
There's an article missing (and it's not a complete sentence).

All those in the 9-11 age group ...

We would say "All those in the nine to eleven age group ..."
 
We would say "All those in the nine-to-eleven age group ..."
I'd punctuate the compound adjective as above. This provides a hint to someone reading aloud that the phrase is pronounced quickly, without pausing between the words.
