It was a tribal empire that included many different peoples. Huns, Ostrogoths, and Alans are just a few examples. There were more.

If other tribes are given as among other, by implication do we understand that they are much less important than directly mentioned ones ie Alans, Huns, Ostrogots?

That is quite a leap of judgement. There could be 200 different tribes in that group (I totally made this up, of course) but the writer did not want to list all of them. Maybe if you know more about their history, you can draw your own conclusions.
 
In any case, there was a reason why the writer chose those three examples. We can only guess what his reasons were.
 
You do have a tendency to infer more than what is necessarily implied.

Does my amendment fit what you had in mind, Piscean?
 
Or, more likely, the author felt that continuing the enumeration was unhelpful both in comprehensibility and style.

Can we reform above sentence as: He was also the leader of a tribal empire consisting of Huns, Ostrogoths, Alans and some others, on the territory of Central and Eastern Europe, just changing the position of comma?
