[Idiom] an eye for the ladies

Hello, everyone. If someone has an eye for the ladies what does this mean?

1) he is a womanizer
2) he makes a good judgement about women
(not just in terms of looks but also in terms of characters etc.)
3) depends on circumstances

To my knowledge, if you have an eye for talent and such, you appreciate and treat them right but when someone has an eye for the girls it seems to mean that he chases women (for their looks). Am I getting them right?

A womanizer is generally someone who takes advantage of, or somehow mistreats women. primarily a negative connotation

Someone who has an eye for the ladies is usually a man who is appreciative of, and attracted to women. primarily a positive connotation

My personal view is that the second expression could just as easily have (slightly) negative overtones as positive.

This wouldn't work as an explanation for the term- it's about looks, beauty, etc.
