I have a problem with "to". "to" what?
 
It's not "with any medical affiliation to".
It's "we call on [all the young Libyans, anyone who has a degree with any medical affiliation] ... to please come and help".
 
I'm surprised you don't have a problem with "We have a shortage in nurses, we need help."

It should be "We have a shortage of nurses. We need help."
