Note my improvements to your layout above. Try not to split a question up the way you did, especially when it leaves just a question mark alone on a line.

It could mean either. The speaker/writer would have to clarify the situation if there is a limit to the number.
 
If it's a discussion about what to watch tonight, then b) makes more sense. The wider context would tell us.
