apply v. implement

I cannot discern the uses of apply and implement. Would you help me get it?

Phrase 1: Implement a system.

What is the difference between these two?

1. [FONT=&quot]The government promised to implement a new system to control financial loan institutions.
2.
[/FONT]
[FONT=&quot]The government promised to apply a new system to control financial loan institutions.

I think the difference is subtle or no difference.

The difference for me is that "apply a new system" in that sentence is not natural.

And you usually can't apply a new system until you implement it, although I suppose the first application could be a test case for its implementation.

Once the system has been implemented, it will apply to all financial institutions.

Then can we say that implement is of course apply but also implies first use of what is implemented? So can we also say that implement=put into effect here?

To implement is to put (a decision plan, agreement) into effect.

Use imply to mean suggest (something).
