Do you know what an archer is? Do you understand what "precision" means? If the answer is yes to both of those questions, you should be able to work out how it relates to "piercing to the heart of the matter".

What does "to be asked if you're fulfilling your destiny" mean?
It means when someone asks you whether your life is going according to its plan/destiny.

What does "has an archer's precision in piercing to the heart of the matter"mean?
It means it's precisely on target. He's trying to say that's a very apt and relevant question.

What does "to be asked...has an archer's precision in..."mean?
To have an archer's precision is to have the precision of an archer, the precision of one who is skillful at hitting a target with an arrow shot from a bow. Abstract talk about destiny lacks precision, or a high degree of relevance or being on target, when what really matters (when the heart of the matter is) the question of whether you are fulfilling your destiny.
