as ... as any vs. as ... as any other ?

Hello teachers!

I've found the following:

1. My dog is as intelligent as any dog in Tokyo.

Isn't it necessary to put "other" before "dog in Tokyo"?

If not, would you let me know the difference between #1 and #2 below?

2. My dog is as intelligent as any other dog in Tokyo.

In example 1, your dog could be anywhere, including Tokyo. In example 2, it could only be in Tokyo.
