Is it a well-formed phrase: we need an "as generic as possible content" to.....
 
Use it in a sentence.

Possibly, but without context, it doesn't sound too good to me.
 
Possibly you are looking for "as generic a content as possible".
 
Maybe "as-generic-as-possible content."
 
I don't like that, Dave.
 
I didn't say it was elegant. The hyphens at least demonstrate that the phrase is being used together as an adjective.
