I think that the blue part in (1) and (2) is in the subjunctive mood and the time is in the present.

However, what about the part in (3) and (4)?

I assume that the part in (3) and (4) is in the indicative mood and the time is in the past, but in fact we can know the speakers didn't care about that.

What do you think?

Since we're unable to get inside the mind of the speakers, it's not possible to know for sure.

They're likely all about the present, though I can easily imagine 4 being about the past.

Do you mean the four sentences can be interpreted as follows?

1a. “She says she doesn't want to talk to you.” “I don't care!

2a. I don't care whether he comes with us or not!

3a. He threatened to fire me - I don't care!

4a. He said he didn't approve of what I'd done - I don't care! (or I didn't care!).

Can we also imagine 3 being about the past? In other words,

3b. He threatened to fire me - I don't care! (or I didn't care!).
