Hi all,
As the title suggested, I would like to know if I use the phrase correctly.
"As is true of a culture that helps pave the way for the emergence of dedicated, efficient, and ethical civil service, management emphasising on integrity is equally important."

What I mean is having efficient and dedicated civil service is as important as a management emphasising on integrity.

It's okay except for the "on"s after "integrity", which are superfluous and should be omitted.

Note that your tenses in the above sentence are wrong. You should use "suggests" (because the title still exists as it is), and "am using" or "have used" (because "use" in the above suggests a habitual action).

Probus is right in saying that "on" is wrong here. We do not use it with such verbs as "emphasize", "influence" or "impact", but we use it with the noun form of those words. For example:
The policy emphasizes the importance of green energy. (correct)(y)
The policy emphasizes the importance of green energy. (incorrect) (n)
The policy puts/places great emphasis on the importance of green energy. (correct) (y)
What I mean is having an efficient and dedicated civil service is as important as management emphasising emphasis on integrity.
