I don't really see what is understood in the English laws. Is it the 'possession of an independent binding power'? I am not sure the sentence is really correct.

The law in the PRC does not possess the same binding power as that of English law.

Yes, I think that's what the author means.

I gave this some more thought. Maybe "an independent binding power as is understood in the English laws" is a single noun phrase there. In other words, maybe 'as is understood in the English laws' only modifies 'an independent binding power'.
