Is it possible to use past tenses after 'as long as'?

Yes. Example:

He said that we were safe as long as we didn't try to run away.
 
As long as you haven't travelled to any African countries in the last six weeks, you can still donate blood.

NOT A TEACHER

Technically speaking, present perfect is not a type of past tense.
 
It is is not form my head. My university English teachers (I study English at The Department of Linguistics and American Studies) have been telling me for many years that present perfect is always somehow related to the present, that is why there is the word "present" in its name.

It is indeed always related to the present, it is also related to the past.
