No. It's a rule: you capitalize titles when they are part of a person's name or standing in for a name. So the mayor of Los Angeles is Mayor Garcetti. He can be addressed as Mister Mayor.

If the writer had included the definite article, the word would not have been capitalised. It would say "As the mayor and on behalf of ...".
