The first is grammatical but still doesn't sound correctly worded. The second isn't grammatical.

But I can't understand what you mean without context. What's the background?

(It's not enough for a sentence to be grammatical. It also has to be worded in a natural or normal way.)

He had earlier requested that we should not pay any amount above $500. He is now requesting us to pay the amount which is exceeding above $500, so we have to remind him that we have a standing request.

When I asked for context, I meant:
1. What's the relationship between the speaker and the other person?
2. What's the payment for?

Anyway, you could try:
You had asked us earlier not to pay any amount higher than $500.
You had asked us earlier not to pay more than $500 at any one time.


"Request" needs a specific construction, ideally, though it's often used the same way as "ask".
 
He is now asking you to pay amounts that exceed $500, but you don't want to do that. Why? Because of his previous instructions. (Isn't he allowed to change his mind?)
 
Not without giving notice rescinding his earlier request.
