Unlike "because" that is used used for strong cause-effect relationship, is "as" used to say already-known facts and natural reasons like the following? When do you use "because" and "as" in terms of reason?

ex)As(since) it's raining again, we'll have to stay at home.

And also is the intensity of reason like the following?
ex)because>since>as
