Could you explain if this phrase is correct:

"As we know, the weather can be forecast."

Is it the same as:

"As we all know, the weather can be forecast"?

Effectively, yes.
 
All those three [as we know, as we all know, we all know (that)] are used colloquially/casually to add emphasis/credibility. You can omit them without much loss.
 
As we all know, weather forecasts are notoriously inaccurate. ;-)
