Hi there!
Would you please tell me which one seems wrong to you and why?

An international alphabet would inevitably bring about a spelling reform as well.

An international alphabet would inevitably bring about a spelling reform , too.

Both seem fine to me.

The only time I advise caution is in a sentence such as:

I speak French fluently and I speak German as well.

This could suggest that I speak German as well (i.e. fluently) as I speak French.

In your sentences there is no possibity of ambiguity.

This reminded me of a joke one of my students "invented" a few years ago.

student: Me too and me as well. Which do you use most of the time?
me: Hmmmmmm. Me too.
student. Wow. Me as well.

It really is not that funny but the student had clearly understood that the two expressions meant the same thing.

Interesting. Apart from the issue of the subjunctive, I was not aware of any particularly great areas of disagreement between us. Perhaps I have not been paying attention!
