Does in the statement below, "assessing blame" convey the same meaning of "balming"?

In problem resolution, the best policy is to clearly state the problem without assessing blame and to seek proposed solutions from all
parties.

Yes. It means "without blaming any particular party".

"Assessing blame" sounds like an objective activity. "Blaming" is more likely simply defensive.

Sales is blaming engineering for the product failure, while engineering blames marketing for defining the market wrong.

And objective review by upper management may assess blame in a more reasonable manner. Or it may simply be looking for a scapegoat.

It does to me to- different degrees of responsibility could be assessed to different actors- if something goes wrong in, say, an operation, the hospital management, Ministry of Health, surgeon, etc, could all be in some way responsible. However, I wonder here whether the writer might mean apportioning.
