Is the following sentence possible in English:
At least at the moment (that / it) is not possible.

Provided you add a comma after "moment", either version is OK.

At least at the moment, (that/it) is not possible.

Note my changes above. We don't put a space to the left or the right of a / mark when it used between two options.
