I am going to demostrate the way of baking biscuits for children in kindergarten level. Please see the related question as follow.

1) What do we call the paper where we put the biscuit on for baking in the oven? (it is a paper but it will not burn or catch a fire in the oven)

2) What do we call the mixture of flour, sugar, butter, egg, bicarbonate of soda for baking? Shall I call a 'dough'?

3) What do I call the utensil for mixing the ingredient for baking biscuits?

In AmE, "baking parchment" has a totally different meaning. Those paper cups used for making cupcakes or muffins are called either "cupcake liners" or "muffin cups" or "cupcake papers."

In AmE, if you're preparing bread or a pie crust, the mixture is called "dough." If you're making a cake or cupcakes or muffins, the mixture is called "batter."

A metal "stirrer" such as the one pictured in the "batter" image above is called a "whisk." Otherwise, one uses a wooden spoon to stir dough or batter.
