I know "going bald" means someone is losing hair naturally as he ages.

But I wonder, if someone intentionally shaves his hair, can I describe this as "He wants to go bald" or "He wants to be bald"?

It's okay, but it would be more natural to say something like "He wants the bald look". (How can you shave your head unintentionally?)

"He wants the bald look" is good but puts the focus on his desire to have a bald appearance. If instead you were focusing on how he wants to shave his head (which is probably more common), you would normally say just that. "He wants to shave his head."

'Bald' usually implies unintentional or unwanted hair loss, and usually has a slightly negative connotation.

When it's purposely done, we usually refer to it as 'shaved'.

I have an acquaintance who, when asked why he shaves his head, replies "Because I didn't want to be bald."

I think people who shave their head when they are partially bald like others to think that they opt for the "style" by choice rather than being left with no choice.

If you shave your head you don't have to worry about taking care of your hair.
