Does that mean sb is angry? If not ,what does it mean? It means the person is really annoyed, irritated.
We usually say things like...
'You're getting under my skin.' (= You are really irritating/annoying me.)
'Don't let him get under your skin.' (= Don't let him irritate/annoy you.)
