[Vocabulary] black eye circle and eye pouches?

When you dont sleep well at night or stay up all night, some "black circle" "black rim" always go around the eyes, making you look like a panda.
I know they are not called "black eyes" which is used when you have been hit.
So, what do you speak of it, black eye circle?

Then, another one question, some one is born with some kind of puffiness under the eyes, you call them "eye bags" or "pouches" or something?

Lack of sleep, allergies and/or infection are often the causes of tired, puffy, bloodshot or red-rimmed eyes.

Babies are not born with these — they are age-related.
