What does this mean in the complete sentence,I know the words individually but as a whole I get very confused. Would be thankful if you will explain me clearly. please help.

I can tell you the further part of the matter from the book:
The drunk person is making lame excuse to the cop after being pulled over by him- His high blood level was a result of the alcohol based hand sanitizer he'd used.
