Suppose property X shares a boundary line with property Y:

"Property X borders property Y."
"Property X borders on property Y."

Is "to border" = "to border on"?
 
No. "Property X borders property Y" is correct.

The meaning is very close. I, personally, would not use 'border' for X borders on the Blacksea, and I would not use 'border on' in your original sentence.
