If a person bears watching, does it mean that the authorities are supposed to surveil him?

Is it OK to say "He bears great responsibility as principal of this school."?
 
Yes, you can say 'she bears great responsibility' it's very good English:)
As for the sentence you posted - I don't quite understand it myself :-(

If a person "bears watching", it is worthwhile watching them.
