Both of them were handcuffed together, and I don't understand what the underlined means. What did he bind to his companion's left bracelet?

He didn't bind anything to it. His right hand is bound (tied) at the wrist level by the handcuff to the left wrist of the other person. That's what the "shining bracelet" is - his end of the shiny silver handcuffs.
