[General] Bullet points in table

Hi,

I am editing a document that has tables with bullet points. I feel its awkward to have bullet points within a table. Is that right? Please let me know.

No, it's not necessarily awkward. If the table is appropriate, and the bullets in each cell are appropriate, then you can use both.

It all depends on context.

Nobody seems to have noticed, so I decided to point out this little mistake or typo.
 
If God didn't want bullet points to exist within a table, Bill Gates would have grayed out the bullet shortcut whenever you were in a table.
 
I'm not sure I want to be in a table, with or without Bill Gates.

The use of bullets is entirely one of style. There are no grammar "rules" that apply.
 
Formally speaking, I mean according to English Grammar,
are bullet points considered punctuation marks?

The University of Oxford Style Guide classifies them as punctuation: Punctuation - University of Oxford
They appear to meet the standard definition: Punctuation - Definition and More from the Free Merriam-Webster Dictionary
punctuation - Dictionary definition and pronunciation - Yahoo! Education

I haven't honestly seen much discussion on the subject, though.
