By air by surface question

Hello.
This exercise is from the book Conversation Gambits by Eric Keller. How do I ask a question for b. in the first picture using one of the expressions? bbbbbbbbbbbbbbbbbbbb.PNGbbbbbbbbbbbbbbbbb2.PNG

Then how do they expect a student to form a question? Maybe ''when will transport reopen by air and by surface?''

They are answers. I know but if Iwas asked to write a question, I was wondering if my question in #3 was correct.

Sorry, I meant none of the openings in the second picture. Anything that starts with "I'd like to know ...", "I'd like to speak to someone about ..." etc will not result in a question.

I thought with ''I would like to know'' it was possible. For example, ''I would like to know when the first train leaves.'' I would put a question mark.
 
That question mark would be wrong.

I would like to know when the first train leaves.
I would like to talk to someone about the departure time of the first train.
I wonder if you can tell me what time the first train leaves.

What time does the first train leave?
