Hello everybody!

I have on the computer screen an instruction manual about the fishtail type rudder. I don't want to bother you with details.

In the section Troubleshooting, there is a subitem which says: By big water leakage it is well thought to cut off there pipe point "B".

In my opinion, the underlined fragment means "In case of heavy water leakage, it is advisable/well-advised to cut off the pipe point "B".

What do you think?

This bolded fragment can be applied to many different situations where leakage, water and pipes come into Play.

It's fractured English, but that makes sense.
