what is the meaning of 'by no means' ?

'' She is by no means an inexperienced teacher ''

Does it mean the she is an experienced teacher ?

For 'by no means' or 'in no way', simply read not.

So your sentence means that she has some experience of teaching. The speaker probably uses this construction to politely indicate that she is not very experienced.
