by/until that time

Hello,

1)By that time, everyone was too tired to do anything.

.By that time, everyone had been too tired to do anything.

2)Until that time, everyone was too tired to do anything.

.Until that time, everyone had been too tired to do anything.

I can't figure out if I must use past perfect or simple past after 'by/until that time' while using 'was/were'. Could you please give the answer me?

Do you understand that your sentences with "by" have a different meaning from those with "until"?
