1)By that time, everyone was too tired to do anything.​

2)Until that time, everyone was too tired to do anything.​

.Until that time, everyone had been too tired to do anything.

I can't figure out if I must use past perfect or simple past after 'by/until that time' while using 'was/were'. Could you please give the answer me?

Do you understand that your sentences with "by" have a different meaning from those with "until"?
