I take it you mean Tommy Wiseau, originally from Poland, and maker of The Room, ​widely considered the worst film ever made.

I understand that for many years he insisted he was from the US.

My understanding is that he has lived in the US for many years, so he has at least some basis for calling himself an American.

It may not be easy to become an American, but it is far from impossible. The USA, like Canada, has a large number of immigrants who are on the path to citizenship.

Of course Tommy Wiseau cannot hear the defects in his pronunciation. That is precisely why they exist and persist. And it's also why he imagines he can fool people, including us.

We told you in this thread, where you posted the exact same clip (only slightly slowed down), that most of us thought the speaker was a Russian (or other Slavic language) speaker. Why would you re-post the same person, and ask us if we think he's a native speaker?!

The clips sound very much like the guy from the Youtube Channel RussiaPlus. He's a fluent English speaker, despite a fairly strong Russian accent.
