[Vocabulary] Can we say "with the development of the times"?

Recently i see a lot of this kind of things, like "with the development of technology", or "with the development of society" . I have no problem with the two examples, since both technology and society can be developed. But i suspect if "with the development of the times" is good English since the times, from my understanding of it, can not be developed. i would be very much grateful if anyone could give me any help about it.

You're right. "With the development of the times" is not very natural.
In future, you can use the following websites to see if a string is natural.

1- https://corpus.byu.edu/iweb/

2- https://fraze.it/
Enclose the string in double quotes to search for it on that website.
 
"As technology advances, ..."

I've found that the word "development" is grossly overused in materials translated from Chinese into English. I prefer using terms like "advancement" (pertaining to technology or society) or "growth" (pertaining to economy).

It could mean the general development and progress being made these days. It's not wonderful English, but it is OK English to me.
