[Grammar] Can we use 'there' as a subject?

Dear teachers,

Would you please tell me if the sentence "there looks like a large pack of stray dogs" is correct in the following situation? Or I should say "they look like a largr pack of stray dogs"?

"I hear some dogs barking. There looks like a large pack of stray dogs."

"I hear some dogs barking. There looks like a large pack of stray dogs."
You could say: "There is/seems to be a large pack of stray dogs", or "It looks like (there is) a large..."
