Dear all, What is the meaning of "capistrana" in the following context?

A man look at his photo and says:

"My hair is flowing in the wind like flocks of capistrana"

What does he mean? I got the image but I don't know what's "capistrana".

My guess is that they are swallows. Perhaps it's a typo for the "like the flocks of Capistrano", or maybe these swallows are called capistrana by some.
