[Grammar] causative structure?

"Some privatisation have let tycoons milk monopolies or get assets cheaply."

Could anyone make it a simple sentence? Is this a causative sentence but I do not understand the meaning?

"Some privatisations have allowed tycoons to milk [...]"

"get assets cheaply" means " get assets without spending much money".
