I've only heard it in the fairy tale The Three Little Pigs, when the big bad wolf says
"Little pig, little pig, let me come in."
"No, no, not by the hair on my chinny chin chin."
"Then I'll huff, and I'll puff, and I'll blow your house down."

:up: (I don't think the Urban Dictionary is at all helpful in that case. I've only ever heard 'chinny-chin-chin' in the context Rover mentions, and it has nothing to do with rubbing your chin anyway; like many web pages, they're just putting in links for links' sake. [

And, what's more, I've never met the phrase 'chin rub' - though I suppose it may be a colloquial term for a gesture - a bit like 'hat tip'.)
