Is he going to be playing for the Saudi team? If so, I would say it means he's getting close to making the move.
 
@Maybo It is apparently just as I suggested, although I still don't know what they mean by "swoop" there.

"PSG prepare swoop for Man United's Fred." PSG is prepared to "swoop" in to steal Fred from Man United. The size of that contract offer will be gigantic! Merry Christmas to Fred!

Does “closes in on” mean ready?

No- it means that the negotiations are quite advanced and they are probably near to signing contracts.
 
"To close in on" means "to come close to" or "to approach". It can be used both literally and figuratively (in certain contexts, not all).
