compliant with for in compliance with

Would it work to substitute 'compliant with' for 'in compliance with' at the beginning of a sentence as in "Compliant with a court order, the company has ceased operations."?
 
What about "to comply with"?

The phrase is in compliance with, not compliant with.

That's a different use. I didn't mean that it's not ever possible to say compliant with. (I concede that my post #4 was misleading.)

Notice the different function that each phrase has in each sentence. Do you think they are directly interchangeable?
