If a teaching organization has goals consistent with technology in 21st century.

Which sentence is correct?

1. X organization's goals consent to 21st century.

2. X organization's goals comply with 21st century.
 
Neither is correct.
1- The verbs are wrong.
2- Do not use the word "organization in your sentence".

To say that an education institution or the ministry of education have had goals and these goals are consistent with 21st century vision, should I say:

1.The ministry of education's goals consent to 21st century vision.

2. The ministry of education's goals comply with 21st century vision.

If there are mistakes, Please correct my post 🙏

I still don't understand what you're trying to express, but the thing I'm mainly really struggling with is why you keep correctly using "consistent with" in your explanations, but then change them to "consent" and "comply", neither of which fit at all.
 
No. I suspect you mean "in line with" or "consistent with".

Thank you for your correction. I know that "consistent with" is correct, but I thought that "comply with" and "consent to" can be used too.
 
Goals cannot consent or give consent. People give consent.

Goals are set by people and don't have to comply with anything as long as they are legal.
