When we say "open the computer", it means "open the computer case". But I see people say something like " keep my laptop open", Is is correct to say "computer is open" to mean "computer is on",or does it apply only to laptop not desktop? Thanks.
 
Technically, "open" does not refer to desktops, but I can see how that could be said.

No. 'Open the laptop' could mean 'Lift up the laptop's lid.'
 
I would open the laptop (the lid), then turn it on. I would not use open for turning the power on.

Only if you put it on sleep. If you shut it down and then close the lid, it will do nothing when you reopen the lid until you actually power it up.

Like most things computer-related, this is an option, not a commandment.

My computer does not go to sleep when I close the lid. I use an external monitor on my desk and don't need the little display on my laptop.

And sleep mode still runs down the battery, so many people actually turn their computers off when they are not using them.

I agree that it's not obligatory to shut down or restart a computer but plenty of people do. Most nights, I simply close the lid on my laptop. Some nights, I turn it off completely.

Actually there're three options when you close the lid,sleep, hibernate, and shut down.Normally I will choose hibernate ,it takes a bit of disk space, but saves power and enables you return to where you left off. But it's a litte off topic :).
