Comparing below sentences what is the correct meaning of 'concerned' in the first sentence.I found meaning for this word 'worried'

1.Concerned employees are advised to report HR tomorrow morning at 8.00 AM

2.My concern you will not refund if i give money.

1.Concerned employees are advised to report HR tomorrow morning at 8.00 AM

2.My concern is, if I give you money you will not repay it.

In #1 "concerned" means people who are affected by whatever is being referrred to.
