Shouldn't "conditioned" be "conditional"?

Yes. Some people would say it's "conditional upon".

Do you mean that "conditioned on" is acceptable? I've never seen that construction.
 
Me neither. One can be conditioned in a certain way or conditioned to do something, but "conditioned on"?
