Please consider the following sentences.

1) When he was ill, he consulted the doctor who had examined him before.

2) When he was ill, he consulted with the doctor who had examined him before.

Between 'consulted' and 'consulted with', which should I use?

They're both grammatical. This is natural in American English: When he got sick, he went to the doctor he'd seen before.
